Information, Counselling and Legal Assistance (ICLA) Programme Development Manager - Nigeria Maiduguri

The Information, Counselling and Legal Assistance (ICLA) Programme Development Manager (PDM) will lead the design, development, and implementation of ICLA projects in Nigeria, contributing to the country’s ICLA response. The role involves providing technical leadership to ensure high-quality, context-responsive programme design and implementation, serving as the principal ICLA technical expert advising senior management and programme teams on strategy, programme quality, donor engagement, and legal/policy developments. The PDM will provide technical oversight and capacity strengthening to ICLA staff across area offices, ensuring interventions are evidence-based, aligned with NRC’s global standards, and responsive to the evolving protection and displacement context in Nigeria. The position requires travel across NRC’s areas of operation to ensure programming quality, direct management of ICLA partnerships, and strengthening partners’ technical capacity through knowledge transfer. The role also involves liaising with local/national authorities, representing NRC in relevant forums/clusters/working groups, and promoting the rights of IDPs/returnees, deportees, refugees, or migrants in line with the advocacy strategy.

Minimum 5 years of experience from a senior-level project implementation position in a humanitarian/recovery context; experience in complex and volatile contexts; technical protection expertise; documented results related to position responsibilities; knowledge of leadership skills/profile; fluency in English (written and verbal); relevant university degree (Social Sciences, Anthropology, Geography, Law, Development Studies, etc); Master’s degree or higher is an advantage; professional experience in legal protection programming; experience working with vulnerable populations; budget management experience; technical report writing experience; willingness to travel and spend nights in the field.
