Tender Notice for Construction of Warehouse at IMB - Kirehe District Hospital

Partners In Health/Inshuti Mu Buzima (PIH) is seeking proposals from qualified and authorized construction companies for the construction of a warehouse at IMB - Kirehe District Hospital. The project involves adhering to the Terms of Reference (ToRs) and Bill of Quantities (BoQ) provided in the annex. The construction company must ensure compliance with all eligibility criteria, submit a bid security based on the financial value of their proposal, and provide a performance security (bank guarantee) if awarded the contract. The warehouse construction must meet technical and administrative requirements outlined in the tender documents. Interested bidders must attend a mandatory site visit at the Kirehe IMB District office on July 28, 2026, from 11:00 AM to 12:00 PM to receive a site visit certificate. All proposals must be submitted electronically via the PIH e-Procurement System before the deadline of August 14, 2026, at 11:59 PM Kigali time.

Bidders must meet the following eligibility criteria: not be suspended or blacklisted by PIH-IMB, OnePIH, or the Rwanda Public Procurement Authority; not have ongoing contracts with PIH-IMB demonstrating poor performance; and not submit multiple bids under the same beneficial ownership. Mandatory requirements include: a site visit certificate (attendance at the site visit on July 28, 2026, from 11:00 AM to 12:00 PM); submission of a bid security based on the financial proposal value (ranging from 0.1% to 2.0% depending on the proposal value); company profile including name, location, physical address, emails, and contacts; registration of domestic company issued by RDB; valid RRA tax clearance; and valid VAT registration certificate. The financial proposal must be in Rwandan Francs (RWF), include all applicable taxes and charges, terms and conditions of payment, and indicate the shortest execution period. The financial proposal validity must not be less than 120 calendar days from submission.
