Procurement Officer

Job Description

The Uganda National Council for Science and Technology (UNCST) is a Government agency established in 1990 by an Act of Parliament (Cap 209) with the mandate to develop and implement national policies for the development of science, technology and innovation (STI) in Uganda. UNCST is seeking to recruit qualified, experienced and self-motivated Ugandans to fill the following vacant position: Procurement Officer Job Summary The Procurement Officer will be responsible for ensuring efficient and effective procurement of goods, works and services in accordance with the Public Procurement and Disposal of Public Assets Act, 2003 and its Regulations. The Officer will oversee the entire procurement process from planning, sourcing, evaluation, negotiation, to contract management and supplier performance monitoring. Key Responsibilities: • Develop, implement and review procurement plans and strategies in line with organizational objectives and procurement regulations. • Prepare and issue Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Invitations to Bid (ITBs) as required. • Conduct market research and supplier identification to ensure competitive and quality procurement. • Evaluate bids and proposals in accordance with pre-determined evaluation criteria. • Negotiate contracts and agreements with suppliers to ensure value for money and compliance with procurement laws. • Manage supplier relationships, including performance monitoring and addressing any issues or disputes. • Ensure proper documentation and record-keeping of all procurement activities in compliance with legal and organizational requirements. • Prepare procurement reports for management, regulatory bodies, and auditors. • Liaise with internal stakeholders to understand procurement needs and provide guidance on procurement processes. • Ensure timely and accurate payment of suppliers in accordance with contract terms. • Participate in procurement audits and inspections to ensure compliance with procurement laws and organizational policies. • Implement and maintain an efficient procurement management information system. • Advise management on procurement trends, risks, and opportunities to enhance efficiency and cost-effectiveness. • Train and mentor staff on procurement procedures and best practices. • Perform any other duties as may be assigned by the Procurement Manager or the Head of Finance and Administration.

Requirements

Qualifications and Experience: • Bachelor’s degree in Procurement and Supply Chain Management, Business Administration, Commerce, or a related field from a recognized institution. • Professional certification in procurement (e.g., CIPS, CPSP) will be an added advantage. • At least 3 years of relevant work experience in procurement, preferably in a government or large organization. • Knowledge of public procurement laws and regulations, particularly the Public Procurement and Disposal of Public Assets Act, 2003, and its Regulations. • Strong analytical, negotiation, and communication skills. • Proficiency in procurement software and Microsoft Office Suite. • Ability to work under pressure and meet tight deadlines. • High level of integrity, accountability, and professionalism. • Excellent organizational and time management skills. • Ability to work independently and as part of a team. • Knowledge of procurement best practices and international standards. • Experience in handling procurement for projects funded by international donors will be an added advantage.
