Tender Notice for Supply and Delivery of Dental and Ophthalmology Drugs and Consumables

Partners In Health/Inshuti Mu Buzima (PIH) is seeking proposals from qualified and authorized domestic companies to supply and deliver dental and ophthalmology drugs and consumables for a community mobile clinic van. The selected vendor will be responsible for ensuring the timely delivery of pharmaceutical products, maintaining quality standards, and adhering to all regulatory requirements. The role involves coordinating with PIH’s e-Procurement System for bid submission and contract execution. The vendor must demonstrate compliance with PIH’s procurement policies, including performance security guarantees and proof of business registration in the pharmaceutical and medical sector. The contract will be awarded based on the shortest delivery time, competitive pricing, and adherence to payment terms, with performance security varying based on the contract value.

Company profile including company name, location details, physical address, street number, emails, and contacts; Proof of business registration in the pharmaceutical and medical sector issued by Rwanda Development Board for domestic companies or equivalent for regional/international bidders; Valid tax clearance certificate issued by Rwanda Revenue Authority for domestic companies; Bid security equal to 2% of the projected bid amount issued by an authorized financial institution; Commitment letter for submission of Performance Security (Bank Guarantee) prior to contract signing; Financial offer must include all applicable taxes and charges; Bids must be submitted in Rwandan Francs (FRW) for domestic bidders and USD for regional/international bidders; Shortest delivery time must be indicated; Clear information on terms and conditions of payment (preferably after delivery); Offer validity must not be less than 120 calendar days from bid submission; Submission of multiple bids by related or affiliated entities under the same beneficial ownership is prohibited; Non-compliance with any eligibility criteria will result in annulment of the bid examination process.
