Programme Specialist
Job Description
The Programme Specialist P-3 is responsible for supporting the Representative, Deputy Representatives, and wider team in implementing key strategic priorities of the Country Office and the Country Management Team. This role involves coordinating, managing, and planning activities in a systematic and organized manner; leading knowledge management and internal communications; supporting risk management; and managing an effective system for developing SOPs, key documents, decision memos, and managing incoming and outgoing information. The incumbent also supports the Representative in maintaining communication, coordination, and follow-up with Chiefs of Field Offices and their teams. Key functions include strengthening knowledge management systems, supporting internal communication and change management, coordinating strategic priorities, facilitating coordination between the Country Office and Field Offices, preparing high-quality briefing notes and strategic documents, managing information flow to and from the Representative’s Office, and contributing to UNICEF’s profile and coordination within the UN system and with external partners.
Requirements
Education: Master’s degree or equivalent (Advanced University Degree) in International Relations, Political Science, Public Administration, or another relevant technical field is required; Work Experience: At least 5 years of relevant work experience in External Relations, Public Affairs, International Development Cooperation, Human Rights, or related fields; Experience within the United Nations system, government institutions, international organizations, or NGOs is required; Skills: Coordination, Programme Planning, Knowledge management, Change management; Language Requirements: Fluency in English is required; Desirables: Fluency in Portuguese is considered a strong asset; Intermediate knowledge of Spanish, Italian, or French is advantageous; Executive Office experience is desirable; Relevant experience within the United Nations system and at country level, particularly in development, fragile settings, and humanitarian contexts.
