Project Officer

The Project Officer will support Raising The Village (RTV) programs in Rwanda and oversee Project Assistants in all aspects of their work. Responsibilities include ensuring follow-up and follow-through on project designs and workplans, resolving issues faced by Project Assistants in the field and office, and acting as the first point of contact for problem-solving. The role requires strong experience working with local government institutions at Sector and Cell levels to ensure alignment, coordination, and smooth program delivery. This position is highly field-based with extensive travel (approximately 80% of the time), including frequent visits to remote rural communities. The Project Officer will conduct a minimum of three site visits per week, participate in project progress reviews, and support Senior Project Officers with workload and co-implement initiatives. Additional duties include coordinating with government officials, planning and facilitating trainings, mobilizing communities, providing coaching and support to government staff, and consolidating activity and progress reports for RTV reporting systems.

University Degree in Community Development, Project Management, Project Planning, Development Studies, Social Work, Social Administration, or related fields; Bachelor’s degree in Agriculture is preferred but not required; minimum of three (3) years of work experience in community development programs, project management, or related fields; strong communication skills in both verbal and written English; fluency in local dialects in areas where RTV works; proficiency in Microsoft Office programs (Word and Excel); excellent organizational and leadership skills with keen attention to detail; strong training and facilitation skills; ability to work as part of a team and create cohesion; reliable with high integrity and strong work ethic; physically able to hike high terrain and travel extensively (approximately 80% of the time); ability to ride a motorbike with a valid Rwandan rider’s permit and demonstrated experience navigating remote, rural, and hilly terrain (mandatory); willingness to work in a fast-paced and challenging environment.
