• Provide specialist procurement and contracting advice and support to project teams throughout the procurement and contracting cycle. • Maintain an overview of ongoing procurement and contracting procedures within the assigned portfolio, proactively monitor progress, anticipate upcoming actions and deadlines, and ensure timely follow-up in coordination with project teams and procurement colleagues. • Support the planning, preparation, implementation, and review of procurement processes in accordance with applicable policies (P+R), procedures, and regulatory requirements. • Draft, review, and provide advice on contracts, financing agreements, and local contribution arrangements, ensuring that contractual, financial, and compliance requirements are appropriately addressed. • Support negotiations with contractors, suppliers, and partners to achieve clear, effective, and compliant contractual arrangements. • Bachelor’s degree in Procurement, Supply Chain Management, Law, Commerce, Business Administration, Finance, or a related field. A Master’s degree is an advantage. Professional experience • Minimum of (5) five years of proven experience in procurement and contract management, including procurement planning, tendering, contract administration, and the application of relevant procurement legislation, policies, and procedures. • Demonstrated knowledge and experience in drafting financing agreements and local contribution arrangements, with strong organizational, analytical, and stakeholder management skills, and the ability to proactively manage multiple priorities and meet strict deadlines while ensuring compliance. • Strong analytical, organizational, and problem-solving skills, with the ability to manage multiple procurement and contract management activities simultaneously, work proactively, and meet strict deadlines. • Excellent communication, negotiation skills, with a high level of integrity and professionalism and the ability to work autonomously. • Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) and willingness to learn about the GIZ-specific applications (S4GIZ). • Sound understanding of GIZ’s role as part of the international development sector and its compliance frameworks, risk management principles, data protection and ethical procurement practices. • Knowledge of records management, reporting requirements, and audit practices.
