Emergency Project Manager - Mozambique Pemba

This position is created for the operational part of the rapid response, where NRC serves as the consortium lead with technical expertise in cash and voucher programming, shelter, and wash. The role is based in the area office in Pemba and focuses on the delivery of emergency response activities by NRC within the consortium. The manager is responsible for overseeing the implementation of the Rapid Response Mechanism (RRM) in the consortium, reporting to the Area Manager and supported by the program unit. Key responsibilities include line management of RRM teams in Pemba and Mueda, performance management, workforce planning, recruitment, staff induction, and development. The role involves contributing to the development of country and emergency strategies, managing project budgets, ensuring high technical quality of projects, and liaising with local authorities and stakeholders. The position also includes developing and implementing digital voucher responses, managing pool funds for emergency response, and leading capacity-building initiatives for the emergency team. Active monitoring of context developments to inform alerts and regular updates to project management tools and donor reports are also required.

At least 3 years of senior experience in humanitarian programming or senior-level project management; previous experience in implementing emergency programme cycles in complex, fragile, and volatile contexts; knowledge and skills in cash-based programming and market analysis; emergency response expertise, including Rapid Response Mechanisms (RRM) or Emergency Response Mechanisms (ERM); fluency in English (written and spoken); experience working in humanitarian contexts in Mozambique is an asset; knowledge of Portuguese is an asset; experience in needs assessment, project monitoring and evaluation, and programme development; strong leadership skills and a supportive management style; proven ability to work effectively across cultures and in sensitive environments; experience in managing diverse workloads and stakeholders at all levels.
