Job Description

The Government Digital Payments Analyst will play a pivotal role in supporting Ethiopia's transition to digital financial inclusion by advising government counterparts on the design, implementation, and scaling of digital payment systems. Key responsibilities include conducting assessments of existing payment infrastructures, identifying gaps and opportunities for digital transformation, and developing strategic roadmaps for government digital payment initiatives. The analyst will collaborate closely with the Ministry of Finance and other relevant government agencies to ensure alignment with national development priorities and digital payment policies. Additionally, the role involves providing technical assistance to enhance interoperability between different digital payment platforms, monitoring progress against set milestones, and preparing comprehensive reports for stakeholders. The position requires strong analytical skills to evaluate the impact of digital payment systems on financial inclusion and economic growth, as well as the ability to engage with high-level government officials and development partners. The analyst will also contribute to capacity-building efforts by training government staff on digital payment tools and best practices.

Requirements

Master's degree in Economics, Finance, Public Administration, Information Technology, or a related field; minimum of 5 years of professional experience in digital payments, financial inclusion, or public sector reform; demonstrated experience in designing and implementing digital payment systems in developing countries; strong analytical and quantitative skills with proficiency in data analysis tools (e.g., Excel, STATA, R); excellent written and oral communication skills in English; familiarity with digital payment platforms such as mobile money, e-wallets, and government-to-person (G2P) payment systems; experience working with government agencies or international organizations in Ethiopia or similar contexts; knowledge of Ethiopia's digital payment ecosystem and regulatory environment is highly desirable; ability to work independently and under tight deadlines.
