Tender Notice for Consultancy to Develop a Sugira Muryango Digital Dashboard Strategy

FXB Rwanda is seeking qualified and experienced individual consultants or firms/organizations to develop a digital dashboard for the Sugira Muryango program as part of a national scale-up strategy. The role involves designing and implementing a digital platform to monitor, evaluate, and support the scale-up of the evidence-based home-visiting program across all districts of Rwanda. The dashboard will integrate data from 12 home-visiting modules and 2 group modules, track early childhood development (ECD) outcomes, caregiver wellbeing, and household resilience metrics, and facilitate real-time reporting for stakeholders including the National Child Development Agency under the Ministry of Gender and Family Promotion (MIGEPROF). The consultant or firm will work closely with FXB Rwanda, Boston College, and the University of Rwanda Center for Mental Health to ensure alignment with existing systems and research frameworks. Key deliverables include a functional digital dashboard, user training materials, and a comprehensive implementation plan for national deployment. The role requires expertise in digital health platforms, data management, and early childhood development programming.

Proven experience in digital dashboard development and national scale-up strategies; expertise in data integration, real-time monitoring, and reporting systems; strong background in early childhood development (ECD) or social protection programs; proficiency in relevant software tools and platforms; ability to work independently and deliver results within tight deadlines; familiarity with Rwanda's social protection and child protection systems is an asset; fluency in English and Kinyarwanda is required.
