Product Manager, Digital Health Systems

Job Description

The Product Manager, Digital Health Systems will serve as the functional owner of assigned digital health products within Rwanda's Ministry of Health, accountable for ensuring these systems deliver value to health workers, facilities, and health system managers. The role involves guiding both strategic direction and day-to-day product decisions to align systems with user needs, national strategy, and enterprise architecture. Key responsibilities include defining and maintaining product vision and roadmaps, managing product backlogs, coordinating product development with software teams, translating user workflows into structured requirements, leading user acceptance testing, and supporting system deployment and adoption. The position requires close collaboration with the Ministry of Health's Digital Office, CHAI's Digital Health program team, end users, software developers, and implementing partners to ensure digital health solutions are user-centred, interoperable, scalable, and continuously improved. The role is seconded to the Ministry of Health/Digital Office and reports to both the Chief Digital Officer and the CHAI Digital Health program manager.

Requirements

Bachelor’s or master’s degree in information systems, Computer Science, Software Engineering, Health Informatics, Business Administration, Public Health, or a related field; minimum 6–8 years of professional experience; at least 3–4 years working as a Product Manager, Product Owner, or Digital Product Lead in a software development company, health technology company, SaaS company, consulting firm, or digital solutions' environment; proven experience managing digital products across the full product lifecycle including problem definition, requirements gathering, development, testing, release, and continuous improvement; demonstrated experience working in Agile/Scrum environments including backlog management, sprint planning, sprint reviews, and release planning; experience in digital health, public health systems, health technology, enterprise software, or B2B SaaS platforms is highly desirable; experience working with government systems or large-scale institutional digital platforms is an added advantage; certification in Product Management, Agile, or Scrum is an added advantage; strong experience in product backlog management, user story writing, and feature prioritization frameworks; solid understanding of Agile/Scrum methodologies and the full software development lifecycle; familiarity with product and collaboration tools such as Jira, Azure DevOps, Trello, Confluence, Notion, Figma, Miro, or similar tools; familiarity with digital health platforms and interoperability concepts; understanding of system integrations, APIs, and data exchange between systems; understanding of health data governance, privacy, and regulatory considerations in digital health environments is an added advantage; strong ability to translate complex operational and clinical workflows into clear functional requirements; excellent stakeholder engagement and facilitation skills across technical and non-technical audiences; strong documentation and report writing skills; ability to manage competing priorities and make sound prioritization decisions in dynamic environments.
