Monitoring and Evaluation Specialist

Job Description

The Monitoring and Evaluation (M&E) Specialist will be responsible for designing, implementing, and managing robust M&E systems to track the impact of IPA's programs in Rwanda. This role involves developing data collection tools, conducting baseline and endline surveys, analyzing program data, and ensuring data quality and integrity. The Specialist will work closely with program teams to align M&E activities with project objectives and report findings to stakeholders, including donors and senior management. Additionally, the role may include capacity-building activities for local partners to strengthen their M&E capabilities. The position requires a strong understanding of quantitative and qualitative research methods, proficiency in statistical software (e.g., Stata, R), and experience with survey design and implementation.

Requirements

Master’s degree in Monitoring and Evaluation, Statistics, Economics, Social Sciences, or a related field; minimum of 5 years of progressive experience in M&E, including experience with impact evaluations and data analysis; proficiency in quantitative and qualitative research methods; strong command of statistical software (e.g., Stata, R, SPSS); excellent report writing and presentation skills; experience working in international development or a related sector; fluency in English (additional local languages like Kinyarwanda is an asset); ability to travel frequently within Rwanda.
