Tender for Provision of Security Services

Catholic Relief Services (CRS) Rwanda Program is seeking sealed bids from experienced security companies to provide comprehensive security services for its expatriate staff residences in Kigali. The security personnel will be deployed 24/7 in two shifts to safeguard premises, manage visitor access, and ensure safety against theft, pilferage, or damage. Security guards must be adequately trained, disciplined, and capable of operating fire control equipment. They should also be proficient in basic English or French communication and maintain visitor registers. The service includes opening/closing gates as directed by CRS Rwanda on working and closed days. The successful bidder will be responsible for providing all necessary security assets, including alarm systems if required, and clarifying cost structures for day/night, armed/non-armed guards. The contract will specify conditions for prorating costs if a full month is not covered and may include discounts. CRS reserves the right to request additional security assets as needed.

Bidder must be an experienced security company with at least 5 years of experience in providing security services; must possess a working permit from the Ministry of Internal Security; must be registered and licensed to operate in Rwanda as a Private Security Company, including licenses for alarm systems and telecommunication devices; must be a member of the Rwanda Industry Security Association; must provide three big references with existing contracts totaling 2 million RWF or above, duly attested by signed contracts; must submit a maximum one-page document detailing security management at the workstation, including a brief description of the process to refund any loss if the company is held responsible; must clarify monthly cost per unit for night/day guard (armed/non-armed), whether costs include alarm systems, and any discounts offered; must specify if prices are VAT inclusive or not; must provide operating licenses (working permits and trading license), TIN or VAT number and registration certificate, RDB Certificate, and contact details of three references (preferably with INGs); must submit certificates for duty completion.
