Operations Specialist
Job Description
The Operations Specialist will serve within the UNOPS Peace and Security Cluster (PSC), supporting the United Nations Mine Action Service (UNMAS) in managing mine action operations and performance. Primary responsibilities include overseeing, coordinating, and monitoring mine action operations conducted both in-house and through third-party contractors and grantees. The role ensures compliance with contractual and grant terms, including adherence to mine action technical, operational, and quality assurance processes such as Implementation Plans, SOPs, task orders issuance, and accreditation. The Specialist will verify contractor and grantee compliance with PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) obligations and GESI (Gender Equality, Social Inclusion) requirements, ensuring performance reporting includes sex- and age-disaggregated data. Additionally, the role involves reviewing performance reports, populating internal monitoring and reporting mechanisms, and certifying payments based on verified compliance with donor conditions. The position also requires fostering a safe, inclusive work environment, upholding zero tolerance for discrimination, harassment, and abuse, and ensuring all personnel, including contracted staff, are aware of and comply with PSEAH obligations and reporting channels.
Requirements
Bachelor’s degree in a relevant field (e.g., international development, project management, procurement, or related discipline); minimum 5 years of relevant professional experience in operations, procurement, contract management, or mine action; demonstrated experience in overseeing third-party contracts and grants; strong understanding of UNOPS financial and procurement rules, contract and grant management policies, and mine action technical standards; experience in verifying compliance with PSEAH and GESI requirements; proficiency in performance reporting and data analysis; excellent communication and coordination skills; ability to work in complex and high-risk environments; commitment to diversity, equity, and inclusion (DEI), gender equality and social inclusion (GESI), and PSEAH principles.
