Consultancy Services to Support the Development of Management Plans and Bylaws for Collaboratives Fisheries Management Areas (CFMAs) within Mtwara

This consultancy role involves supporting the development of comprehensive management plans and bylaws for Collaboratives Fisheries Management Areas (CFMAs) within the Mtwara Seascape in Tanzania. The consultant will work closely with local stakeholders, including government agencies, fishing communities, and conservation organizations, to draft legally sound and culturally appropriate bylaws. Key responsibilities include conducting stakeholder consultations, analyzing existing fisheries management frameworks, and proposing sustainable management strategies. The role requires extensive experience in fisheries management, legal drafting, and community engagement in East Africa. Deliverables will include a finalized management plan, a set of bylaws, and a stakeholder engagement report. The consultant will report directly to the IUCN Tanzania Country Office and collaborate with regional experts to ensure alignment with national and international fisheries policies.

Advanced university degree (Master’s or equivalent) in Marine Science, Fisheries Management, Environmental Law, Natural Resource Management, or a related field; Minimum 10 years of professional experience in fisheries management, coastal resource governance, or related disciplines; Proven experience in drafting management plans, bylaws, or legal frameworks for collaborative natural resource management; Strong understanding of participatory approaches and stakeholder engagement in coastal and marine environments; Excellent analytical, writing, and communication skills in English; Experience working in Tanzania or the Western Indian Ocean region is highly desirable; Familiarity with IUCN policies and procedures is an asset.
