Head of Operations - DR Congo

The Head of Operations in DR Congo will be responsible for overseeing the implementation of programmes according to developed plans, budgets, and set standards. This role involves holding Area Managers accountable for results and compliance with NRC policies, ensuring representation and good working relations with authorities, donors, and partners. The position requires line management responsibility for performance management and staff development of Area Managers, contributing to the development and execution of the country strategy, and ensuring the delivery and implementation of the country strategy in the Areas. Additionally, the role oversees the implementation of safety and security policies in Area Offices, collaborates with Area Managers to submit monthly project updates, ensures timely data collection and beneficiary data recording in GORS, and facilitates monthly Area-level GRMs and bi-monthly national GRMs. The Head of Operations acts as the primary link between Area Offices and other members of the Country Management Group (CMG), alerting senior leadership to potential delays, challenges in implementation, or budget utilization.

Minimum 5 years of experience working as a Senior Manager in a humanitarian/recovery context; documented/proven results related to the position’s responsibilities; experience working in complex and volatile contexts; knowledge of own leadership skills/profile; fluency in English and French, both written and verbal; knowledge of the context in DR Congo; strategic thinking; ability to manage resources to optimize results; initiating action and change; handling insecure environments; empowering and building trust; influencing skills.
