Operations Specialist - Ammunition and Weapon Management

Operating within a complex and high-risk environment in the Central African Republic, this role supports UNMAS CAR’s comprehensive programme aimed at reducing threats posed by explosive ordnance and uncontrolled proliferation of weapons and ammunition. The Operations Specialist – Weapons and Ammunition Management serves as the principal operational and technical focal point for all programme activities related to weapons and ammunition management. Responsibilities include providing expert technical guidance to strengthen national capacities in safe storage, accountability, control, and management of weapons and ammunition. This encompasses advising on stockpile safety and security, surplus identification, verification procedures, destruction planning and oversight, and compliance with relevant standards and best practices. The Specialist also supports the development and institutionalization of sustainable WAM structures within defense and internal security forces, including regulatory frameworks, standard operating procedures, training programmes, and infrastructure improvements. Additionally, the role contributes to reducing the risk of diversion, accidental explosions, and illicit proliferation while integrating gender equality and social inclusion (GESI) perspectives into WAM programming. Close collaboration with national defense and internal security forces, government counterparts, MINUSCA components, UN agencies, and other partners is essential for effective implementation.

Bachelor’s degree in a relevant field (e.g., International Relations, Security Studies, Engineering, or related discipline); minimum of 5 years of progressively responsible experience in weapons and ammunition management (WAM), stockpile management, or related fields; demonstrated experience in training design and delivery, particularly in high-risk environments; knowledge of international standards such as IMAS 07.11 and IMAS 07.12; familiarity with GESI principles and their application in security sector programming; strong analytical and reporting skills; ability to work in a dynamic, high-pressure environment with adherence to safety and compliance standards; proficiency in French and English (written and verbal) is highly desirable; experience with UN or similar international organizations is an asset.
