Humanitarian Access-Safety And Security Officer

The Humanitarian Access Safety and Security Officer (HASSO) is responsible for facilitating the safety and security of IRC personnel, assets, and operations in the Gambella Field Office. The role focuses on monitoring security situations, supporting humanitarian access, implementing security management plans, conducting risk assessments, and coordinating incident management. Key responsibilities include developing and updating security management plans, ensuring facility safety (e.g., fire extinguishers, first aid kits), managing incident reporting databases, overseeing travel and movement protocols, providing security training to staff, and liaising with local authorities, NGOs, and UN agencies to enhance community acceptance and humanitarian access. The officer also monitors security trends, prepares daily and weekly security reports, and supports continuous operational environment monitoring. Safeguarding responsibilities include promoting team engagement, inclusion, and compliance with IRC policies.

University Degree or Higher National Diploma in Social Sciences, Peace and Security, International Relations, Humanitarian Studies, Risk Management, or related fields; Minimum of 2 years of related experience for Bachelor’s degree holders; Minimum of 1 year of related experience for postgraduate degree holders; Minimum of 5 years of related experience for diploma holders; At least 1 year of senior management experience; Previous NGO experience is an advantage; Strong knowledge of humanitarian access, safety, and security management; Strong assessment, evaluation, analysis, and planning skills; Excellent report writing and documentation skills; Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, Access, and internet applications; Strong interpersonal and communication skills; Ability to work professionally with people from diverse cultural, ethnic, religious, and social backgrounds; Ability to work independently with minimal supervision; Strong judgment and decision-making abilities; Ability to work under stressful conditions and manage multiple priorities; Knowledge of historical and socio-political contexts is desirable; Flexibility and willingness to work long hours when required; Excellent written and verbal communication skills in English and Amharic; Knowledge of local languages is an advantage
