Finance Officer

The Finance Officer will play a critical role in financial management and budgetary oversight for UNHAS Somalia and EU-HAF activities. Primary responsibilities include reviewing, preparing, analyzing, and finalizing cost estimates and budget proposals for strategic budgets; managing and monitoring budget implementation; and ensuring expenditures remain within authorized levels. The role involves validating codes and budgets in purchase requisitions, monitoring donor contributions, calculating project sustainability through revenue and cash flow management, and ensuring air ticket fee invoicing via cost recovery procedures. Additional duties include maintaining financial controls, tracking receivables, preparing donor proposal budgets, processing supplier payments, reconciling financial systems (Takeflite and WINGS), generating monthly fuel consumption reports, and supervising UNHAS finance staff. The position requires close collaboration with procurement officers and senior management to ensure financial integrity and compliance with WFP policies and procedures.

Advanced University degree in Business/Public Administration, Finance, Economics or other relevant fields relating to office management and administration; OR First University Degree with additional years of relevant work experience and/or training/courses. At least one (1) year of professional experience with Advanced University degree OR first University Degree with a minimum of three (3) or more years of experience in finance, budgeting, planning, or other relevant fields. Fluent knowledge (proficiency/level C) of English and Somali language. Proficiency in using Microsoft Office programmes and other related tools. Knowledge in humanitarian aviation activities and/or WFP field operations is desirable.
