Job Description

The Embassy of Iceland in Kampala is seeking to recruit a motivated and experienced Adviser-Programmes to support the implementation and oversight of Iceland’s development cooperation portfolio in Uganda. The successful candidate will play a key role in supporting programme planning, implementation, monitoring, and stakeholder engagement, with particular responsibility for ensuring the effective delivery of programmes in Iceland’s partner districts. Responsibilities include contributing to strategic planning and annual work plans, supporting partner districts and multi-bi partners in programme coordination and reporting, undertaking regular field visits to monitor implementation progress, and preparing timely reports and recommendations. The role also involves monitoring district-level activities to ensure alignment with approved plans, budgets, and policies, representing the Embassy in technical working groups and coordination forums, and supporting reviews of partnership agreements with the Government of Uganda. Additionally, the Adviser will identify collaboration opportunities, maintain professional networks with government institutions and development partners, and contribute to programme reporting and data collection as required by the Ministry for Foreign Affairs of Iceland.

Requirements

Bachelor’s degree in development studies, Social Sciences, Economics, Project Management, Public Administration, or another relevant field; Postgraduate qualification in a relevant discipline is required; Minimum of five (5) years of relevant professional experience in management, implementation, or monitoring of development programmes; Demonstrated experience working in the areas of education, WASH, local government development, or related sectors; Proven experience in results-based management, monitoring, evaluation, and reporting; Experience working with international organisations, development partners, diplomatic missions, or government institutions is an added advantage; Strong understanding of the project management cycle, including programme design, appraisal, implementation, monitoring, review, and evaluation; Excellent written and verbal communication skills in English; Strong organizational, coordination, and administrative skills, with the ability to manage multiple priorities effectively; Strong analytical, problem-solving, and report-writing skills; Excellent interpersonal and relationship-management skills, with the ability to work effectively in multicultural and multidisciplinary environments; Ability to work independently, take initiative, and perform effectively under pressure; Proactive, solution-oriented, and results-focused approach to work; Strong computer skills, including proficiency in Microsoft Office applications; Willingness and ability to undertake frequent travel within Uganda.
