National Consultant - Senior Special Advisor and Coordinator Consultant to the Minister of Women and Social Affairs

The consultant will provide strategic advisory, policy guidance, technical leadership, and high-level coordination support to the Minister and senior management of the Ministry of Women and Social Affairs (MoWSA) in the office of the minister. The role aims to strengthen the conceptualization, design, and implementation of the national social and child protection system, including its regulatory, political, economic, systemic, financial, and integration frameworks. Key responsibilities include improving the effectiveness, coherence, integration, rights-based approach, and coordination of interventions at national and regional levels. The consultant will navigate political economies, present rights-based agendas in diplomatic contexts, and engage in high-level policy negotiations. Additionally, the role requires deep understanding of social protection frameworks and strategies to expand, integrate, and deliver social protection benefits across sectors.

Master’s or Doctorate Degree in social studies, economics, law, public administration or related fields; Minimum of 12 years of progressive experience in managing social protection interventions in the public sector; Demonstrated expertise in navigating political economies and presenting rights-based agendas in diplomatic contexts; Relevant experience in negotiating policy processes and high-level engagements on national and international platforms; Deep understanding of social protection frameworks and strategies to expand, integrate and deliver social protection benefits across sectors; Demonstrated writing, presentation, and diplomatic skills; Fluency in spoken and written English and Amharic is required.
