Government Digital Payments Analyst

The Government Digital Payments Analyst will provide hands-on technical and coordination support to the Government of Ethiopia, specifically the Ministries of Finance and Health, and EthSwitch (National Switch), to advance the digitization of government payments. The role involves scaling digital health payments initiatives, including reviewing pilot programs, synthesizing lessons learned, and developing scalable approaches for expanding digital payments across health-sector use cases such as services at health facilities and community-based health insurance. The Analyst will also coordinate government entities under the leadership of the Ministry of Finance, advocate for policy reforms, and support the scaling of the Africa CDC partnership across the continent. Work will focus on leveraging the national switch (EthSwitch) to enable interoperable payments and translating lessons learned from Ethiopia to other Alliance members.

Bachelor’s degree in economics, finance, public administration, business administration, international development, or a related field; Master’s degree is an asset; Minimum of 5 years of progressively responsible experience in digital payments, financial inclusion, or public financial management; Hands-on experience working with government payments in Ethiopia, particularly in the digital health payments space; Strong understanding of the Africa CDC digital health strategic focus; Experience in coordinating multi-stakeholder initiatives and working with government entities; Excellent analytical, advocacy, and advisory skills; Proficiency in English (written and spoken); Familiarity with digital payment systems, interoperability frameworks, and national switches is highly desirable; Experience in scaling digital payment solutions in low- and middle-income countries is a strong plus.
