Human Resource Officer

Good Neighbors International - Rwanda is seeking a dedicated Human Resource Officer to join our team in Kigali. The successful candidate will be responsible for managing the full spectrum of human resource functions, including recruitment, employee relations, performance management, and staff development. Key responsibilities include overseeing the hiring process from job posting to onboarding, ensuring compliance with labor laws and organizational policies, and maintaining accurate employee records. The HR Officer will also play a critical role in developing and implementing HR policies, conducting training sessions, and fostering a positive workplace culture. Additionally, the role involves handling employee grievances, managing payroll in coordination with the finance team, and supporting senior management in strategic HR planning. The ideal candidate will have strong interpersonal skills, a proactive approach to problem-solving, and a commitment to promoting diversity and inclusion within the organization.

Bachelor's degree in Human Resource Management, Business Administration, or a related field; Minimum of 3 years of progressive experience in HR roles, preferably within an NGO or international organization; Strong knowledge of Rwanda Labor Law and HR best practices; Proficiency in HR management software (e.g., HRIS); Excellent communication and interpersonal skills; Ability to work independently and in a team; Fluency in English and Kinyarwanda (French is an asset); Experience in payroll processing and benefits administration; Strong organizational and problem-solving skills.
