Technical Advisor, Sexual, Reproductive, Maternal and Newborn Health (SRMNH)

The Technical Advisor will provide strategic and operational leadership to Rwanda's Ministry of Health (MoH), Clinical and Public Health Services Department, driving systemic improvements in Reproductive, Maternal, Neonatal, Child, and Adolescent Health (RMNCAH) outcomes. Primary responsibilities include translating national RMNCAH strategy into scalable system improvements, designing frameworks, engaging stakeholders, and strengthening performance management routines for long-term sustainability. The role involves leading cross-cutting interventions, participating in high-level policy processes (e.g., HSSP V annual reviews, national quality of care summits), and serving as a senior liaison between MoH, District Health Officers, health facility leaders, and development partners. The Technical Advisor will report to the Director General of Health Quality Services and collaborate closely with CHAI's Associate Program Director for Women & Children’s Health and NCDs. The position requires a high degree of autonomy, strategic judgment, and the ability to represent the MoH's maternal unit at strategic forums while providing evidence-backed technical recommendations.

Master's degree in public health or related field; advanced specialization in RMNCAH or health systems strengthening preferred; minimum 5 years of progressively senior experience in complex program environments, with at least 3 years in policy advisory or norm-setting roles at national or sub-regional level; track record of translating national health strategies into measurable system-level improvements; exceptional ability to build and sustain senior-level relationships with government, health facilities, and donor stakeholders; advanced analytical capability with experience in health systems analyses (e.g., cost-effectiveness, equity, quality of care frameworks); proven experience leading and mentoring teams; expert-level proficiency in Excel, PowerPoint, Word; familiarity with data visualization tools and digital health platforms; proficiency in at least one statistical or data analysis tool (Stata, R, or equivalent); exceptional written and verbal communication skills, including experience presenting to senior government officials.
