Monitoring, Evaluation, and Learning (MEL) Lead – Tanzania

Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead for the anticipated World Bank and Government of Tanzania Evidence-Based Parenting Models Addressing Gender-Based Violence (Bandebereho/Program P). This role is part of the larger Project for Advancing Gender Equality in Tanzania (PAMOJA), which includes four main components: promoting economic opportunities for women, strengthening GBV prevention and response services, innovations and partnerships, and project management, monitoring, and evaluation. The MEL Lead will design and adapt a community-based social norms change and GBV prevention program in Tanzania, based on the Bandebereho model successfully implemented in Rwanda. The program will begin with intensive piloting in 2 districts before scaling to 15 councils across Mainland Tanzania. The MEL Lead will provide technical guidance on key data points for rigorous MEL approaches, integrate guidance into the PAMOJA Management Information System (MIS), lead baseline and endline survey activities, and embed an MEL module into the Training of Trainers curriculum. The role requires close coordination with Formative Research, Programs, and Training of Trainers strands to ensure MEL tools reflect the latest curriculum and training design. The incumbent will also advise on MEL-related queries from the government team during scale-up and provide technical review of project-related documents, including project reports and the National Prevention Protocol.

Bachelor’s degree in M&E, Economics, Statistics, or a related Social Science field; Minimum 5 years of experience designing and operating MEL systems for attitude change programs; Familiarity with project MIS architecture and DHS-aligned survey methodology; Undertaken at least two (2) similar projects (MEL for GBV/social development programs; experience with behavior change tracking and ethical GBV data systems) within the last 8 years; Experience working in Tanzania or other Sub-Saharan African contexts; Expertise in quantitative and qualitative methods, statistical software, and data visualization platforms (e.g., CommCare, Power BI); Experience with the World Bank or other international donors, a plus; Strong English writing and presentation skills, with a record of technical briefs or publications.
