National Project Officer

This role involves daily onsite administration of a complex project with components related to lease of facilities, organization of events, provision and delivery of supplies and services from various foreign and domestic organizations. The incumbent will provide onsite support for facilities operations and administration, ensuring the facility is well-maintained and operational, performing status update reporting, and monitoring inventory levels of supplies and equipment. They will liaise with vendors and service providers to coordinate timely delivery of goods and services, and act autonomously to address issues during project activities within established limits. The role requires serving as the main point of contact during onsite project activities between different staff categories, project organization, and contractor staff to ensure clear communication and efficient collaboration. The officer will oversee daily activities of personnel deployed by contractors, provide administrative assistance to international staff, and contribute to cultural and religious sensitivity in project planning. Regular reporting on facility operations, contractor staff issues, equipment needs, and project risks is required. The role involves frequent travel to Somali institutions, partners, and EUCAP Field Offices (Hargeisa/Berbera, Garowe/Bosasso) to support project activities and facilitate communication between project leaders and stakeholders. Additional responsibilities include supporting the preparation of project documents in English/Somali, facilitating Somali delegations to workshops and conferences, and assisting in interim and post-project reporting and evaluation.

Successful completion of university studies of at least 3 years attested by a diploma in Social Sciences (e.g., Political Science, International Relations, Law, Economics) OR Business Administration/Management; minimum of 3 years of professional experience in public administration, international development, humanitarian aid, project management, contract management, business development, international/commercial relations, or sector security reform; applications must be submitted in English; only duly filled English application forms will be accepted; postgraduate certificate/diploma or Master degree in relevant fields is desirable; international experience in crisis areas with multinational organizations is desirable; project management training or professional experience with project management methodologies (e.g., APM – PFQ, PMQ/PMI – CAPM, IPMA, PRINCE2) is desirable.
