Description of the Assignment: Mid-Term Evaluation of the Ethiopian Global Basic Observation Network - Systematic Observation Financing (ETH-GBON-SOFF) Project Period of assignment/services (if applicable): Duty Station: Addis Ababa, Ethiopia Proposal should be submitted directly into the system portal no later than indicated deadline. - When registering in the supplier portal please use your three full names as indicated in the passport in the Supplier name section - While registering in the Quantum system and participating in this procurement opportunity, we would like to instruct you to submit your respective offer only as an Individual Consultant under your name (not company name). Requirements
Advanced university degree (Master's or equivalent) in project evaluation, international development, environmental science, or a related field; Minimum 7 years of relevant professional experience in project evaluation, monitoring and evaluation (M&E), or a closely related field; Proven experience in conducting mid-term evaluations for projects funded by international organizations (UN, World Bank, etc.); Strong analytical skills with the ability to synthesize complex information into clear, actionable recommendations; Excellent written and verbal communication skills in English; Familiarity with evaluation methodologies such as OECD-DAC criteria, logical framework approach, and theory of change; Experience working in Ethiopia or the Horn of Africa region is highly desirable; Proficiency in using evaluation software tools (e.g., SPSS, NVivo, Excel) and data visualization tools; Understanding of procurement processes and UNDP's evaluation guidelines is an asset.
