RfP: Consultancy Services to Support the Development of Management Plans and Bylaws for Collaboratives Management Areas (CMAs) within Mtwara Seascape

The International Union for Conservation of Nature (IUCN) is seeking proposals for consultancy services to support the development of comprehensive management plans and bylaws for Collaboratives Fisheries Management Areas (CFMAs) within the Mtwara Seascape in Tanzania. The selected consultant will be responsible for conducting stakeholder consultations, analyzing existing legal and policy frameworks, drafting management plans, and developing enforceable bylaws tailored to the specific needs of local fisheries collaboratives. Key deliverables include a detailed management plan outlining sustainable fishing practices, resource allocation mechanisms, conflict resolution strategies, and a set of bylaws aligned with national and international fisheries regulations. The consultant will work closely with local communities, government agencies, and IUCN representatives to ensure the plans are both legally sound and culturally appropriate. This role requires extensive experience in fisheries management, legal drafting, and participatory planning processes in coastal and marine environments.

Advanced university degree (Master’s or equivalent) in Marine Science, Fisheries Management, Environmental Law, Natural Resource Management, or a related field; Minimum 7 years of professional experience in fisheries management, coastal resource governance, or related disciplines; Proven experience in developing management plans and bylaws for fisheries collaboratives or similar entities; Strong understanding of Tanzanian fisheries legislation and international best practices (e.g., FAO Code of Conduct for Responsible Fisheries); Demonstrated expertise in stakeholder engagement, participatory planning, and conflict resolution; Excellent legal drafting and analytical skills; Fluency in English (written and verbal); Knowledge of Swahili is an asset; Proficiency in GIS and spatial planning tools is desirable; Experience working in the Western Indian Ocean region is preferred.
