Individual Consultant to Conduct Gap Analysis of Sampled DDS
Job Description
The Individual Consultant will be responsible for conducting a comprehensive gap analysis of sampled District Development Strategies (DDS) to identify opportunities for integrating Rwanda's Nationally Determined Contribution 3.0 (NDC3.0) into local climate change awareness and implementation frameworks. The consultant will assess current DDS documents to determine gaps between existing local climate initiatives and NDC3.0 priorities, particularly in areas such as adaptation, mitigation, and sustainable development. Key responsibilities include reviewing policy documents, conducting stakeholder consultations with local government authorities and community leaders, and drafting recommendations for aligning DDS with NDC3.0 objectives. The role requires producing a detailed gap analysis report with actionable strategies for local climate change awareness campaigns and implementation plans. The consultant will work closely with the Rwanda Association of Local Government Authorities and may collaborate with national climate change agencies to ensure alignment with national priorities. This position is critical for enhancing Rwanda's climate resilience at the local level and ensuring that community-level development strategies contribute to national climate goals.
Requirements
Master’s degree in Environmental Science, Climate Change, Sustainable Development, or a related field; Minimum of 5 years of professional experience in climate change policy, environmental planning, or sustainable development; Proven experience in conducting gap analyses, policy reviews, or strategic planning in climate change or environmental sectors; Strong analytical skills with the ability to synthesize complex information into actionable recommendations; Excellent report writing and communication skills in English and Kinyarwanda; Familiarity with Rwanda’s NDC3.0 and local governance structures; Experience working with District Development Strategies (DDS) or similar local planning documents; Knowledge of climate change adaptation and mitigation strategies; Ability to work independently and meet tight deadlines; Prior consultancy experience with government agencies or international organizations is an advantage.
