Project Lead - Capacity Enhancement
Job Description
The Project Lead - Capacity Enhancement will lead capacity building initiatives within the PSC Jerusalem Project Unit, working directly with national authorities and international stakeholders to enhance the sustainability and impact of mine action programs. The role involves designing, planning, and implementing capacity enhancement initiatives, ensuring alignment with UNMAS strategic objectives and national priorities. Responsibilities include providing technical expertise in institutional development, governance, policy enhancement, and resource mobilization strategies. The Project Lead will monitor performance and reporting for third-party contracts and grants, integrate GESI (Gender Equality and Social Inclusion) and PSEAH (Prevention of Sexual Exploitation, Abuse, and Harassment) compliance requirements, and advise on contract or grant implementation issues. The position requires close collaboration with the Head of Operations, Head of Project Unit, and the Chief of Mine Action Programme (CMAP) to ensure cohesive program delivery.
Requirements
Bachelor’s degree in International Development, Political Science, Public Administration, or a related field; Master’s degree is an asset; Minimum 5 years of relevant experience in project management, capacity building, or institutional development within the UN system or international organizations; Proven experience in mine action, humanitarian demining, or conflict/post-conflict environments; Strong understanding of GESI and PSEAH principles and their integration into program delivery; Experience in policy development, resource mobilization, and stakeholder engagement; Excellent analytical, communication, and leadership skills; Proficiency in English (additional UN languages are an asset); Familiarity with UNOPS/UNMAS policies, standards, and accountability frameworks.
