Technical Advisor, Local Manufacturing, Health Systems Strengthening

Job Description

The Technical Advisor will be seconded to Rwanda’s Ministry of Health to provide strategic advisory support on the development, regulation, financing, and scale-up of local pharmaceutical, medical device, and health commodity manufacturing. The role involves supporting policy formulation, mobilizing partnerships, and leading initiatives to position Rwanda as a regional hub for health sector manufacturing. The Advisor will work at the highest level of government, contributing to Rwanda’s health security agenda, import substitution goals, and broader objectives of Vision 2050 and the National Strategy for Transformation. Responsibilities include providing evidence-based technical advice, supporting the development of national strategies, coordinating across government institutions, engaging with development partners, advising on regulatory pathways, and developing performance monitoring frameworks. The position reports to both the Advisor to the Minister of Health and CHAI’s HSS Associate Director, requiring close collaboration with CHAI teams globally and in Rwanda.

Requirements

Advanced degree in pharmaceutical sciences, industrial engineering, public health, or economics; minimum eight years of experience in health sector manufacturing, pharmaceutical industry, health policy, or industrial development; demonstrated experience in policy advisory roles within government, international organizations, or the private sector; in-depth knowledge of GMP standards, WHO Prequalification, and regulatory systems for pharmaceuticals and medical devices; strong understanding of AfCFTA, AU health industrialization frameworks, and regional pharmaceutical trade dynamics; proven track record in investment promotion, public-private partnership development, or industrial financing; established networks with development finance institutions and global health organizations (e.g., AfDB, IFC, WHO, UNIDO) are an advantage; fluency in English is required; French and Kinyarwanda are assets.
