Social Policy Specialist (NO-3), FT

Job Description

The Social Policy Specialist will provide technical leadership and strategic guidance to the Government of the Democratic Republic of the Congo (DRC) and partners to develop, implement, and monitor social protection policies and programmes. This role involves conducting policy research, analyzing data, and developing evidence-based recommendations to strengthen social protection systems. The Specialist will collaborate with government ministries, civil society organizations, and other stakeholders to ensure inclusive and equitable social policies that address the needs of children and vulnerable populations. Key responsibilities include leading policy dialogues, coordinating multi-sectoral interventions, and supporting the development of national social protection strategies. The role requires strong analytical skills, experience in social policy formulation, and a deep understanding of child rights and welfare.

Requirements

Advanced university degree (Master’s or equivalent) in Social Sciences, Economics, Public Policy, or a related field; Minimum of 5 years of progressively responsible professional experience in social policy development, social protection, or a related area; Experience working with governments, international organizations, or NGOs on social policy issues; Strong analytical and research skills; Excellent communication and advocacy skills; Fluency in English and French (knowledge of local languages is an asset); Experience in the Democratic Republic of the Congo or the West and Central Africa region is desirable.
