Senior Science Officer - Human Resource

The Uganda National Council for Science and Technology (UNCST) is seeking a highly qualified Senior Science Officer specializing in Human Resource Management. The successful candidate will be responsible for overseeing the human resource functions within the organization, ensuring alignment with the council's strategic goals and objectives. Key responsibilities include managing recruitment processes, developing and implementing HR policies, handling employee relations, overseeing performance management systems, and ensuring compliance with labor laws and regulations. The role involves collaborating with senior management to design and execute HR strategies that support the council's mission of promoting and coordinating the development of science and technology in Uganda. The position requires a proactive approach to talent management, fostering a positive work environment, and addressing the unique challenges of a government agency focused on scientific advancement. Additionally, the officer will be expected to contribute to the development of HR frameworks that support research and innovation initiatives within the council.

Bachelor’s degree in Human Resource Management, Business Administration, or a related field; Master’s degree is an added advantage; Minimum of 5 years of progressive experience in human resource management, preferably in a government or research institution; Strong knowledge of Ugandan labor laws and HR best practices; Excellent communication and interpersonal skills; Proficiency in HR software and Microsoft Office Suite; Ability to work independently and manage multiple priorities; Demonstrated leadership and team management skills; Experience in policy development and implementation; Knowledge of performance management systems; Commitment to fostering a culture of innovation and excellence.
