MEAL Manager II - Tanzania, Mozambique & Lesotho (TaMoLe) Hub

The MEAL Manager II will provide technical and management leadership of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities across three countries in the TaMoLe ESARO hub. The role involves designing effective monitoring systems, ensuring accountability to beneficiaries and donors, delivering evaluations, and advancing learning in alignment with donor and agency standards. The position requires providing surge MEAL leadership and hands-on technical support during critical periods such as project start-ups, emergency responses, staffing transitions, and evaluations. Responsibilities include coaching MEAL staff, developing data management systems, designing evaluation processes, and supporting knowledge management and dissemination of promising practices. The role also involves contributing to funding opportunities, ensuring MEAL budgeting and staffing plans, and delivering capacity strengthening activities for staff and partners. Priorities will be adjusted based on country program needs, project portfolios, staffing capacity, and emerging priorities.

Bachelor’s Degree in International Development, Statistics, Economics, or relevant field; Master's Degree preferred; Minimum of 5 years' experience in relevant field-based experience with at least 3 years in MEAL; Strong quantitative skills with experience using statistical software such as SPSS and ICT4D applications like POWER BI, CommCare, GIS; Experience in qualitative methods and tools; Experience managing MEAL systems in moderately complex projects; Staff management experience conducive to promoting a learning environment; Experience designing and overseeing program studies and evaluations; Experience supporting project start-up, emergency programming, organizational transitions, or surge deployments; Proficiency in MS Windows, MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, and information management systems; Experience in project grants management, preferably for grants from multiple public donors including the US government; Ability to write high-quality technical proposals; Experience engaging with partner organizations; Strong analytical and problem-solving skills; Excellent relations management abilities.
