Human Resources Assistant

Job Description

Under the overall supervision of the Chief of Mission (CoM) in Kigali, Rwanda, and direct supervision of the Human Resources Officer, the Human Resources Assistant is responsible for managing resource management functions in the office. Primary duties include performing pre-employment activities such as preparing Entry On Duty (EOD) documentation, collecting supporting documentation, coordinating EOD medical exams, and following up with Health Insurance Medical Services for medical clearances. The role involves maintaining and reconciling leave quotas in PRISM HR, generating leave-related reports, and responding to inquiries about leave administration. Additionally, the assistant supports separation, classification, reclassification, and promotion processes by collecting documentation, drafting forms, and coordinating with relevant units. The position also requires maintaining electronic and physical archiving systems, including personnel files and HR policies, and supporting the organization of HR events such as meetings and training activities. The assistant is expected to respond to general inquiries regarding HR policies and procedures and perform other related duties as assigned.

Requirements

High School diploma with four years of relevant experience; OR Bachelor’s degree in Human Resources, Business Administration, Psychology or related field with two years of relevant professional experience; Accredited Universities are those listed in the UNESCO World Higher Education Database; Proficient in Microsoft Office applications (Word, Excel, PowerPoint, E-mail, Outlook); Previous experience in SAP is a distinct advantage; Attention to detail, ability to organize paperwork methodically; Discreet, detail-oriented, client-oriented, patient, and willingness to learn; Prior work experience with international humanitarian organizations, non-government or government institutions in a multi-cultural setting is an advantage; Ability to prepare clear and concise reports and analyze source information; High level of computer literacy required; Good knowledge of MS-Office, specifically Microsoft EXCEL; Knowledge and experience in cloud computing is an advantage; Fluency in English and Kinyarwanda (written and spoken) required; French language proficiency is an advantage; Demonstrates IOM’s core competencies: inclusion and respect for diversity, integrity and transparency, professionalism, courage, empathy, teamwork, delivering results, managing and sharing knowledge, accountability, and communication.
