Surveillance, Monitoring, and Evaluation Advisor/Conseiller en surveillance, suivi et évaluation - Proposal

Oversees programmatic and technical aspects related to SME (Surveillance, Monitoring, and Evaluation) activities. Leads the development and implementation of the Activity Monitoring and Evaluation Plan (AMEP) to assess project performance and results, including progress toward achieving project outcomes and targets. Oversees project monitoring, evaluation, learning, and reporting, including the development of appropriate systems to track progress against targets, document lessons learned, and produce timely, accurate, and complete reports in compliance with USAID requirements. Collaborates with project staff and government counterparts to support the planning and implementation of ITN (Insecticide-Treated Nets) campaigns, including registration, data verification, and post-campaign coverage assessment. Liaises with USAID, government partners, and other key stakeholders to document and synthesize lessons learned from each ITN campaign, ensuring continuous improvement in ITN distribution processes nationwide. Supports program technical staff in contributing to surveillance, program monitoring, evaluation, and the use of innovative technology, including its documentation. Assists government and stakeholders in harvesting best practices for program implementation to develop and disseminate appropriate communication messages and materials. Works closely with government counterparts and local organizations to build capacity in data collection, reporting, and data use for programming and monitoring.

Masters Degree or higher in Statistics, Health Economics, Mathematics, Social Sciences, or other relevant discipline; At least 5-10 years of progressive senior-level experience in the design and management of public health M&E activities; Demonstrated ability to plan, manage, and implement all technical, fiscal, and administrative components of complex MEL programs, preferably malaria programs; Ability to effectively manage M&E databases; Strong technical skills, including ability to process and analyze data using one or more statistical software packages (SPSS, Epi-Info, Stata, MS Excel); Demonstrated ability to organize and effectively communicate results and impact to a variety of audiences; Excellent report writing, analytical, and communication skills, including oral presentation skills and samples of published scientific journal articles in French; Background in field data collection in health programming with experience in qualitative/quantitative methods and analysis is strongly preferred; Oral and written communication skills in English strongly preferred; Familiarity with USAID and PMI indicators and reporting requirements.
