Job Description
The Monitoring and Evaluation Consultant will be responsible for conducting a comprehensive needs assessment, baseline, and endline evaluations for the project titled 'Promoting Climate and Finance Awareness for Women Smallholder Farmers and Small-Scale Cross-Border Traders to Adapt to Climate Risks.' The role involves designing evaluation frameworks, collecting and analyzing data, and producing detailed reports to assess the project's progress, impact, and sustainability. The consultant will work closely with the project team to ensure evaluations align with the project's logical framework and objectives, providing actionable recommendations for adaptive programming. Fieldwork will be conducted in Malaba and Lwakhakha (Kenya–Uganda border regions), requiring engagement with women smallholder farmers, traders, and local stakeholders. The consultant must ensure evaluations are gender-sensitive, culturally appropriate, and accessible to the target population.
Requirements
Advanced degree (Master's or equivalent) in Monitoring and Evaluation, Statistics, Economics, Social Sciences, or a related field; Minimum 5 years of professional experience in M&E, preferably in climate change, agriculture, or gender-focused programs; Proven experience in designing and implementing needs assessments, baseline, and endline studies; Strong quantitative and qualitative data analysis skills (SPSS, Stata, R, or similar); Experience with mobile-based data collection tools (ODK, KoBoToolbox, CommCare); Excellent report writing and communication skills; Fluency in English and Swahili; Knowledge of local context in Kenya and Uganda is highly desirable; Familiarity with USSD/SMS-based platforms and digital literacy programs is a plus.
