Water Officer-W4R
Job Description
The Water Officer will support the implementation of the Water for Resilience (W4R) Programme in Somaliland, focusing on strengthening sustainable and climate-resilient water systems in rural and peri-urban areas through a Market Systems Development (MSD) approach. The role involves engaging with Water Service Providers (WSPs), Water Companies (WCs), Community Water Management Committees (CWMCs), and other ecosystem actors to improve technical performance, governance, operational efficiency, financial sustainability, and climate resilience. Key responsibilities include conducting water infrastructure assessments, stakeholder coordination, private sector engagement, climate adaptation interventions, and monitoring programme results. The position requires collaboration with government ministries, district authorities, and local institutions to facilitate interventions aimed at enhancing water service delivery and investment readiness. Frequent travel to project locations in Somaliland is expected, with a reporting line to the Project Manager/Corridor Manager ā Wajaale.
Requirements
University degree in Water Supply Engineering, Hydraulic Engineering, Water Resource or Environmental Engineering, Civil Engineering, or a directly related field; Minimum 4 years of experience in water resource management, water supply systems, water infrastructure, WASH, resilience, or market systems programming; Experience working with private sector actors, water service providers, utilities, community-managed water systems, or public-private partnerships; Experience in water systems assessments, planning, implementation, monitoring, and supervision; Understanding of Market Systems Development (MSD) and/or Private Sector Engagement (PSE) approaches; Familiarity with climate-resilient water systems and sustainable groundwater management; Experience engaging government institutions, communities, and private sector stakeholders; Knowledge of water governance, operations and maintenance models, and community water management approaches; Strong analytical, reporting, and stakeholder engagement skills; Experience using GIS/GPS and digital data collection platforms is an asset; Ability to work under pressure and in adverse conditions.
