Job Description
Under the direct supervision of the Head of Project Unit / Chief of Operations (HPU/CoO), the Mine Action Specialist will be responsible for overseeing, coordinating, and monitoring mine action operations and performance. This includes both in-house operations and those conducted through third-party contractors and grantees. The role involves ensuring that third-party contracts and grants are delivered in accordance with mine action technical, operational, and quality assurance processes, including adherence to Implementation Plans, SOPs, task orders issuance, and accreditation. The Specialist will also conduct structured training and on-the-job instruction tailored to the needs of NMAC personnel, supporting operational planning, management, and field-level program delivery. The position requires close collaboration with the National Mine Action Authority (NMAA), UN Country Team, and humanitarian partners to deliver a comprehensive, gender-mainstreamed, and conflict-sensitive mine action response. Key activities include land release operations, urban EOD activities, building clearance, Explosive Ordnance Risk Education (EORE), and technical advice to HDP actors operating in EO-affected environments.
Requirements
Bachelor’s degree in a relevant field (e.g., Mine Action, Explosive Ordnance Disposal, Engineering, or related discipline); minimum of 5 years of professional experience in mine action operations, including roles in EOD/IED threat mitigation; experience in conducting structured training and on-the-job instruction; familiarity with IMAS Test and Evaluation Protocol (TEP) 09.30/01/2022 for EOD qualifications; strong coordination and monitoring skills; ability to work in complex and high-risk environments; experience in project management and compliance with donor requirements; proficiency in English (additional languages are an asset); willingness to travel to field locations as required.
