MEAL Officer

The MEAL Officer will provide technical leadership on Monitoring, Evaluation, Accountability, and Learning (MEAL) functions for the International Rescue Committee (IRC) in South West and West Nile operations, Uganda. Reporting to the MEAL Manager, the role involves overseeing MEAL activities, ensuring high standards in data collection, documentation, analysis, and reporting. Key responsibilities include leading systematic documentation of program progress, fostering strategic partnerships, championing data use for decision-making, and managing digital data collection tools such as CommCare, Kobo, and ODK. The officer will conduct Data Quality Assessments, produce high-quality reports and dashboards, and lead baseline, midline, and endline surveys. Additionally, the role promotes participatory monitoring approaches, oversees client feedback mechanisms, and provides mentorship to MEAL and program teams. Regular travel to field locations is required to support program implementation and data verification.

Bachelor’s degree in Statistics, Information Management, Development Studies, Social Sciences, or related technical field; minimum 3 years of progressive experience in MEAL, data management, or related roles; demonstrated experience supervising technical staff (Data Officer/MEAL Assistants); strong understanding of output and beneficiary monitoring, logical frameworks, and Theories of Change; proven experience managing baseline/endline surveys and evaluations; proficiency in mobile data collection tools (CommCare, Kobo, ODK); experience with Power BI, Tableau, or GIS tools is an added advantage; advanced Excel skills and strong report-writing ability; strong analytical, systematic thinking, and problem-solving skills; high attention to detail; willingness to travel to field locations regularly.
