Officer, Strategic Information

Within the matrix management reporting structure of UCO Rwanda, RST ESA, and the Global Strategic Information Practice, the Officer, Strategic Information focuses on a manageable set of deliverables aligned with UNAIDS' strategic information vision and the needs in Rwanda. The role is responsible for national capacity building and coordination, including identifying capacity needs of national counterparts in surveillance, data collection, analysis, and reporting. The Officer supports the development of community-led monitoring systems, performs strategic analysis and policy advice, and contributes to global processes such as monitoring and reporting at national, regional, and global levels. Key deliverables include strengthening surveillance and monitoring systems, promoting data systems for policies and programmes, and supporting the UNAIDS Country Director in monitoring the United Nations Joint Programming on HIV through frameworks like UBRAF and the United Nations Sustainable Development Cooperation Framework. The position requires collaboration with national partners, policymakers, and communities to enhance strategic information capacities on the HIV epidemic and response.

Essential: Advanced university degree at Master´s level or equivalent in Public Health, Epidemiology, (Bio)statistics, Demographic Studies, or another field related to the responsibilities; A minimum of 5 years of experience in the design, development, and operational application of strategic information systems of AIDS programmes; Advanced level of English. Desirable: Knowledge of additional UN official languages; Demonstrated knowledge and sound understanding of the United Nations Joint Programming on HIV.
