Invitation to Tender for Installation of 75 Solar Streetlights in Taleex, Fiqi-Fuliye, and Biyo-Gudud

NIS Foundation is seeking qualified contractors to undertake the installation of 75 solar streetlights across three locations in Northeast Somalia: Taleex (40 units), Fiqi-Fuliye (20 units), and Biyo-Gudud (15 units). The project requires contractors to mobilize necessary human and material resources, including at least one electrical engineer and one solar technician, to complete the installation efficiently. The contractor must submit a detailed work plan outlining the activity timeline, resource mobilization strategy, and execution methodology. The project is expected to be completed within a specified timeframe, with a focus on sustainability and reliability of the solar streetlight systems. The contractor will be responsible for ensuring all installations meet technical standards and are operational upon completion.

Valid registration or operating license permits from the Ministry of Public Works, Northeast; Valid Tax compliance certificate from the Ministry of Finance, Northeast; Statement of ownership: A signed public notary document stating company ownership, including full names, positions held, contact details (telephone number and email address), and number of shares held; Submission of three similar contracts implemented within the last 7 years related to installation and maintenance of solar streetlights or other solar PV systems with a monetary value of USD 15,000 to USD 30,000 each, funded by International Non-Governmental Organizations (INGOs) or UN agencies; Possession of necessary human and material resources, including CVs of at least one electrical engineer and one solar technician; Company finances: A duly signed statement/declaration confirming the company is financially capable of pre-financing project works; Submission of a filled and stamped Bill of Quantities (BoQ) in both Excel and PDF formats; Submission of a filled and stamped supplier ethical standard form; Activity work plan detailing the project execution timeline and resource allocation; BoQ price allocation accuracy and responsiveness
