Finance Assistant

The Finance Assistant role supports the Accountant in ensuring high standards of accounting and financial control across the Oxfam Novib country office in Hargeisa, Somaliland. Key responsibilities include processing payments for field office programs, maintaining accurate cash and bank records, managing petty cash and cheque payments, and ensuring daily uploads to Pastel financial software. The role involves handling invoicing, managing personal accounts (floats, welfare loans, rent advances), and ensuring compliance with Oxfam’s financial policies and statutory obligations such as tax remittances. The Finance Assistant also collaborates on month-end transactions, bank reconciliations, petty cash reconciliation, and payroll transfers, while maintaining organized digital and physical financial records for audits and monthly reporting. The position requires strong attention to detail, accuracy, and the ability to work independently with minimal supervision in a fast-paced humanitarian environment.

CPA II certification and/or a Bachelor’s degree in Accounting or Business Administration; minimum of 2 years of working experience in accounts with thorough knowledge of bookkeeping; working understanding of the project cycle; ability to manage resources and deadlines with minimal supervision; high level of initiative; good communication and interpersonal skills; evidence of high-level planning skills; responsible, flexible, and adaptable; strong team player and builder; self-awareness, humility, relationship building, systems thinking, and mutual accountability.
