The Humanitarian Access, Safety and Security Officer will be responsible for developing, implementing, and monitoring the International Rescue Committee's (IRC) safety and security policies and procedures in Ethiopia. This role involves conducting risk assessments, providing security briefings, and ensuring compliance with humanitarian principles and donor requirements. The officer will work closely with field teams to mitigate risks, respond to security incidents, and maintain a secure operational environment for IRC staff and beneficiaries. Key responsibilities include coordinating with local authorities, conducting security audits, and developing contingency plans for emergency situations. The role requires a deep understanding of humanitarian contexts, strong analytical skills, and the ability to work under pressure in dynamic environments.

Master’s degree in International Relations, Security Studies, Humanitarian Action, or a related field; minimum of 5 years of progressive experience in humanitarian access, safety, and security roles; demonstrated experience in conflict zones or fragile states; strong knowledge of international humanitarian law and human rights principles; excellent analytical, communication, and negotiation skills; proficiency in English (additional languages such as Amharic, Somali, or Tigrinya are highly desirable); experience with security risk management tools and software; willingness to travel frequently within Ethiopia.
