National Advocacy Analyst

The National Advocacy Analyst will lead the technical coordination and implementation of evidence-based strategies to strengthen policy, regulatory, and financing environments for Maternal and Newborn Health (MNH) in Ethiopia. Reporting to the SRH Commodity Specialist and under the guidance of the UNFPA Deputy Representative, the incumbent will provide critical analytical support to the 'Start with Her' Global Advocacy Strategy, with a focus on advancing midwifery models of care and expanding access to essential MNH commodities. The role serves as a technical link between global mandates (ICPD Programme of Action, SDGs) and national execution, ensuring alignment with UNFPA’s corporate advocacy compliance guidelines. Key responsibilities include: formulating and implementing integrated country advocacy plans; engaging key national stakeholders (Ministry of Health, Finance, Planning, Education, parliamentarians, midwifery associations); strengthening advocacy coalitions; advocating for policy and regulatory changes; coordinating investment case analyses; and integrating maternal and newborn health priorities into national digital health strategies. The position also involves spearheading efforts to integrate the Safe Delivery+ programme into midwifery training and supporting governments in updating policy and regulatory environments to reflect WHO guidance. All activities must adhere to compliance rules, focusing on permissible non-legislative actions and strategic timing with budget cycles.

Advanced university degree in public health, social sciences, public policy, international relations, development studies, communications, or a related field; at least two years of relevant experience in advocacy work (policy research/analysis/design, diplomacy, strategy formulation, influencing strategy changes, representation at high level, public communication); experience coordinating and implementing evidence-based advocacy campaigns (e.g., SMART Advocacy); experience advocating for sustainable MNH commodity financing and affordable MNH healthcare policies within universal health coverage frameworks; experience working with UN agencies, government, NGOs, or civil society groups in building and sustaining national advocacy coalitions; strong drafting and writing skills with attention to detail; good organizational, coordination, and time-management skills; self-starter with a passion for UNFPA’s mandate; computer literacy and proficiency in Microsoft Office and digital collaboration tools; fluency in English and Amharic with excellent written and interpersonal communication skills; knowledge of another official UN language is an asset.
