MEAL Officer

Provide technical leadership on MEAL (Monitoring, Evaluation, Accountability, and Learning) functions across South West and West Nile operations. Lead the implementation of MEAL systems aligned with IRC strategies, ensuring systematic monitoring of outputs and beneficiaries. Oversee the use of digital data collection tools such as CommCare, Kobo Toolbox, and ODK for efficient data management. Conduct routine Data Quality Assessments and audits to maintain high standards of data integrity. Lead the design and execution of baseline, midline, endline surveys, and external evaluations to measure program impact. Oversee client feedback tracking and accountability mechanisms to ensure transparency and responsiveness to beneficiary needs. Build the capacity of MEAL and program teams through training and mentorship. Produce high-quality reports and interactive dashboards to inform decision-making and strategic planning.

Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, or a related field; Master’s degree is an added advantage; Minimum of 5 years of progressive experience in MEAL, preferably in humanitarian or development contexts; Strong technical expertise in MEAL methodologies, tools, and frameworks; Proficiency in digital data collection platforms (CommCare, Kobo Toolbox, ODK); Experience in conducting surveys, evaluations, and data analysis; Excellent report-writing and presentation skills; Ability to build capacity and mentor teams; Fluency in English; Knowledge of local languages (e.g., Swahili, Luganda) is an asset.
